Sometimes a important tech is cancelled and is difficult to notice it. Can we get a effect when a tech is cancelled?

Also the same if Age of is cancelled by losing TC.

for example: a player cancelled Levy for trebuchets or cancel the crossbow update because he just lost all the archers or is seeing 40 enemy skirms.
